- Sapphire Fund is a volunteer organization, conceived and run by members and supporters of the Philadelphia GLBT community. Grants and scholarships. Kick off February on the dance floor this year at one of the East Coast's largest circuit parties, Blue Ball (Last confirmed date was 01/26/11 through 01/30/11.
